Cyber Mission Forces are contested everyday by our adversaries with exceptional threats, which are increasingly unyielding, sophisticated, and diverse. The services must achieve and verify ready cyber mission force across critical capabilities and mission systems understanding that frequency and severity of change in conditions are vastly unknown. More unknown are the direct cost implications given these circumstances. Analyzing the operating environment through Mission, Enemy, Troops & Capabilities, Terrain - Time and Civil Considerations (METT-TC) puts emphasis on operationally training requirements and activities. TAD/TDY to specialized education and training venues can help meet some of these training requirements, however, this is neither a desirable nor sustainable long-term solution. Effective home station training must be available at reasonable cost to ensure Cyber Mission Forces retain their edge and readiness. The training must be realistic, readily accessible, and tailorable. The panel explores how viewing cyberspace as an operating environment through the lens of METT-TC can lead to greater solutions that meet these new and emerging training requirements rapidly and cost effectively.
