Current treaties freeze Antarctica as much as the weather does. Is it possible that penguins and seals could become tourist attractions protected as much by their profitability as by eco-politics? Should a private or governmental entity be allowed to invest in extracting mineral resources? If no government can assert firm jurisdiction, how can or should drilling, mining, colonization, or cruise-by tourism be regulated? Or should the ice continent remain forever the preserve of scientists?
