SNC-Lavalin Inc. incorporated many unique features into the design of Karebbe Dam for PT Vale Indonesia Tbk on the Larona River in Sulawesi. They were prompted by a process in which design companies were required to compete in meeting a set of specific client requirements. While the site is unique and the requirements are unique, many of the resulting innovations are worth considering in development of future dam layouts. The paper discusses the competition process and the client requirements. It describes the layout of the dam and hydroelectric power facilities, illustrating how each of the requirements were addressed. Some of the specific features offer safety and economic benefits and deserve wider application in the layout of future dams and powerhouses. Others had cost and schedule impacts that make them less universal in application. Finally, the paper highlights the benefit to clients of articulating exactly what they hope to achieve from a project, even if some of their requirements challenge the conventions of normal utility practice. By putting these requirements out to proven design companies in a competitive process, they encourage designers to offer their most creative efforts and create an atmosphere that fuels innovation. The result will be facility is safe, reliable and most closely aligned to their specific needs.
