In the year 2011, the Government of Malaysia introduced Feed-in-Tariff (FiT) mechanism in accordance with Renewable Energy Act 2011 and Sustainable Energy Development Authority (SEDA) Act, This initiative has provided strong policy framework to expand and accelerate renewable energy development in the country. These praiseworthy efforts by governments put an extra onus on engineers, involved in such renewable projects, to ensure that project designs are optimized and goals set for clean energy development are met in a holistic manner. Pulau Temelong, a 10 MW hydroelectric development on Perak River in Malaysia, is one of the projects being developed under FiT initiative. One of the key features for the proposed development is an inflatable rubber dam. Low energy use requirements and lack of harmful lubricants, makes these dams an environmentally friendly option. In addition, these dams offer numerous advantages, over other types of water control structures, in terms of simple operation mechanism, ease in installation and maintenance and low capital cost. SNC-Lavalin’s engineering team is developing project configuration and design solutions to meet the objectives of sustainable growth and optimized capital cost for the project. The paper will present details of design, constructability, schedule, costing and environmental aspects considered to conceive the layout and for selection of project components. SEDA’s mandatory requirements, to be accounted for in the project implementation plan, in order to secure FiT benefits will also be discussed.
