Widening fuel portfolio from coal to various bio based fuels – status of new TSE CFB project (Room Lehar 2)

Turun Seudun Energiantuotanto (TSE) is repowering 50 years old coal fired power plant in Naantali, Finland, by building a new power plant block based on CFB technology. Valmet is delivering a CFB boiler island and flue gas cleaning systems for this project. Production capacity of new power plant is 146 MWe electricity and 250 MWth heat and planned annual production 800 GWh electricity (net) and 1550 GWh heat. Owners of TSE are Fortum Heat and Power, Turku Energia and municipalities of Raisio, Kaarina and Naantali. This new boiler replaces old coal fired capacity and it has also 100% coal firing capacity. On the other hands this boiler is a real multifuel boiler since the design fuel mixture includes also wood based biomass (0-75%), agro based biomass (0-15%), peat (0-95%) and RDF (0-5%). The plant owners are utilizing the CFB’s biggest benefit: fuel flexibility. Despite demanding fuels the efficiency of this new plant is high. Boiler is equipped with reheater and steam values are 164/44 bar and 555/555 °C. Commercial operation of this boilers starts in the fall of 2017. Beside unique fuel portfolio also the project execution model was something new in power plant delivery. Construction and civil related works in this NA4 CHP-project was completed by alliance model in a joint alliance organization formed out of the plant owner and the civil designers and constructors involved in the project. In this model parties share the risk and benefits as agreed in the beginning of the project. This paper will discuss about technical challenge, as well as solution for it, coming with wide selection of biomass properties and high steam temperature. The experiences of the joint alliance execution model will be discussed. Final paper will introduce also the first operational experiences of this new plant.
