Defense Information Systems Agency (DISA) Voice Services are part of the Unified Capabilities Portfolio.  DISA Enterprise Voice Services provide a reliable, cost-effective, and secure means of voice communications for the United States DoD and Federal Agencies, on a worldwide basis on the classified and unclassified networks.  The Enterprise Voice Service offers flexible point-to-point calling, ad-hoc voice conferencing, Enterprise Audio Conferencing (EAC), Federated XMPP-based IM/Chat and Presence (within soft client) and Voice Enterprise Directory Services.  DISA Enterprise Voice Service provides this capability to hard phones and soft clients on the MILDEP Base/Post/Camp/Station (B/P/C/S), and assures voice communications to Command and Control (C2) customers.  The service also includes Multi-Level Precedence and Preemption (MLPP) that allows senior leadership to preempt routine phone calls.

The Defense Switched Network (DSN), TDM voice an video services currently used DoD-wide have reached end-of-life in terms of supportability and supporting future warfighter requirements.  In 2010, the DoD Chief Information Officer (CIO) directed the implementation of Defense Information System Network (DISN) Unified Capabilities (UC) for the express purposeof demonstrating the readiness of Internet Protocol (IP) technologies for assured voice, video, and data services to replace the legacy DSN.  DISA and the Military Departments (MILDEPs) are now engaged in a joint venture to transition and provide Unified Capabilities for the Warfighter.
