Mr. McKinney is founder and CEO of Philip L. McKinney, LLC, where he provides consulting services to federal, state and international governments. Areas of specialization include strategic planning, business process re-engineering, shared services, outsourcing, project management, change management, accounting and financial management, internal controls, and the implementation, stabilization and operation of financial and administrative system. Mr. McKinney is an experienced and accomplished senior executive with a proven track record of success in reengineering the administrative and financial infrastructure of large, complex and diverse federal agencies at the national level. He brings broad and diverse experience in multiple federal agencies, both in the executive and judicial branches of government. Combines comprehensive knowledge, skill, and proven experience in addressing the fundamental underlying requirements of people and processes necessary to assure meaningful and sustained change when leveraging the power enabled by new technology. Mr. McKinney is recognized for initiating new and innovative projects not previously attempted and for achieving success where others have failed. Mr. McKinney served as the Deputy Chief Financial Officer and Controller for the federal judiciary from 1995 to 2008.
