Daniel B. Schwarzbach has been employed by the Houston Police Department for 37 years, the last 29 years of active duty assigned to the Air Support Division. He entered “Phase Down” with the Department in April 2014 and will remain an active employee of the agency in that capacity until August 2019. Schwarzbach has served on the Board of Directors of the Airborne Public Safety Association (formerly the Airborne Law Enforcement Association) since 1998 in various positions, including region director, secretary, CFO and six years as president. He has chaired multiple committees, most notably the Publications Committee, and is the Editor-in-Chief of all APSA publications including Air Beat magazine, the Association’s bi-monthly journal, and APSA’s monthly E-Newsletter. He was also recently bestowed with the honorary title of President Emeritus, one of five in the history of the association. In the first quarter of 2014, Schwarzbach accepted the position of Executive Director / CEO of APSA. As such, he is responsible for the operations of the association, managing five full-time employees in Frederick, MD, and five independent contractors around the country. He oversees in excess of twenty training events conducted annually in North America by the association, as well as representing APSA at various committee meetings and the annual conferences of the International Association of Chiefs of Police (IACP), the National Sheriffs’ Association (NSA), the Association for Unmanned Vehicle Systems International (AUVSI), and the Helicopter Association International (HAI). He represents the association and U.S. public safety aviation internationally as well, having presented at public safety aviation conferences in the U.K., Belgium, the Netherlands, Germany, and Brazil.
