Marc Warren is a partner in the Aviation and Administrative Law & Regulatory practice groups in Crowell & Moring's Washington, D.C. office. Marc has a wide range of experience in aviation matters, including those involving U.S. and foreign airlines, aerospace manufacturing, unmanned aircraft systems (UAS), commercial space transportation, airports and infrastructure, business aviation, product certification, safety management systems, government contracts, rulemaking and policy, and litigation and government investigations. He also has significant experience in government ethics, complex investigations and regulatory enforcement, national security law, public international law, and military law. Representative engagements include: -Provided legal counsel to leaders of complex operating organizations: -Senior legal advisor to the administrator, Federal Aviation Administration. -Senior officer responsible for all divisions of the Office of The Judge Advocate General, providing legal support to the Chief of Staff, Army and the Army staff. -Senior legal advisor to coalition military forces during the invasion and occupation of Iraq. Senior legal advisor to the U.S. military counter-terrorism force. -Represented the U.S. government in numerous commissions, investigations, courts-martial, and administrative and appellate actions. In the area of aviation, concluded the two largest aviation safety enforcement civil penalty cases in history. -Advised airport and airline clients on FAA grant assurances, including Part 16 actions, disputes over aeronautical uses of land, and rates and charges. -Advised major logistics company and manufacturers on civil UAS operations under Section 333 of the FAA Modernization and Reform Act. -Served as deputy designed agency ethics official for the U.S. Department of Transportation and principal ethics advisor for the Federal Aviation Administration (FAA).
