Mark Starinsky is a Manager with General Dynamics Health Solutions’ Anti-Fraud Services Team, where he is responsible for detecting and investigating fraud waste and abuse, and preventing potential improper payments for payers. Prior to joining General Dynamics Health Solutions, Mark was a criminal investigator and senior auditor for the U.S. Department of Health and Human Services, Office of Inspector General (OIG). During more than 10 years with the OIG, Mark successfully identified more than $1 billion of fraud, waste, and abuse. He led various reviews of Medicare and Medicaid providers including home health agencies, durable medical equipment suppliers, mental health centers and health maintenance organizations. Mark has received several awards for meritorious service, is an active Accredited Healthcare Fraud Investigator and Certified Fraud Examiner, and has been published in the Association of Certified Fraud Examiner’s Insurance Fraud Casebook Paying a Premium for Crime. Mark holds a Bachelor of Science in Accounting from Florida State University as well as an AHFI designation and CFE certification.
