Ms. Kim Rice serves as the Portfolio Manager for the DoD Mobility Portfolio Management Office. In this capacity Ms. Rice is responsible for providing oversight and direction to the organization providing enterprise capabilities and services that enable global mobility capability in support of operations for joint warfighters, National level leaders and coalition partners. She oversees the Agency efforts to extend enterprise services to mobile devices in order to operate a fully operational secure Mobility Enterprise Service to the Department of Defense. Prior to this position, Ms. Rice served as the Program Director for the Cross Functional Solutions Center at DISA with responsibility for a diverse portfolio of programs to include DISA’s Medical Community of Interest (MED COI), Cloud Broker and DoD Mobility. Additionally, she served as the Program Manager for the Global Command and Control System – Joint (GCCS-J) Program Management Office (PMO), an ACAT 1AC program and system of system of record for Joint Command and Control (JC2) for the DoD. Ms. Rice also worked as the Program Control Chief for the Global Combat Support System – Joint (GCSS-J) Program Management Office (PMO), an ACAT 1 AC program as well as various positions in Strategic Plans & Policy Division in DISA and the Joint Electronic Commerce Program office. Ms. Kim Rice was born in Seoul, Korea and grew up around the world as part of a Foreign Service family. She earned a dual Bachelor of Arts degree in International Studies and Government and Politics from George Mason University. She joined the Defense Information Systems Agency as part of the Outstanding Scholars program following graduation from George Mason University. Ms. Rice was certified at Level III for Program Management in 2005 and completed the Advanced Program Manager’s course in 2007 and the Executive Program Manager’s course in 2012. Her awards include a Meritorious Civilian Service Award.
