Roberta “Robbie” Lowe assumed the position of Director, OBO for the Department of Veterans Affairs, Office of Management as of October 6, 2014. She was appointed Acting Director of the Debt Management Center as of February 13, 2017 to January 31, 2018. As the Director OBO, Ms. Lowe is responsible for directing and managing coordination, oversight of development, and implementation of VA’s Internal Controls programs. This includes both the STOP Fraud, Waste, and Abuse prevention program and implementation of the Improper Payment and Recovery Improvement Act (IPERIA) across the Department. As the Acting Director, DMC, Ms Lowe provided Veterans and beneficiaries with compassionate counselling on their VA benefit debts. She also provided distinctive high-quality accounts receivable services through a value-added approach, empowering DMC’s stakeholders to focus on core mission functions. Prior to accepting the position as OBO Director, Ms. Lowe served as the Director, Financial Management Directorate (FMD) functioning as the senior civilian executive and advisor to the Director, Washington Headquarters (WHS). Ms. Lowe entered Senior Executive Service in 2008 after serving 27 years as a financial officer in the US Air Force.
