Mr. Robert Monto assumed his current duties as the Lead for the Emerging Technologies Office (ETO) with the Army Rapid Capabilities Office (RCO) in September 2016. In this position he is responsible for directly and continuously aligning and encouraging academia, industry, and Science and Technology organizations to bring solutions to problem statements and emerging needs identified by the Army’s Combatant Commanders and Service Component Commands. While scouting and identifying technologies in identified focus areas, Mr. Monto also drives the ETO to look for overmatch capabilities in order to close existing strategic gaps, as well as identify disruptive, game-changing technologies. The ETO mission includes developing operating concepts to meet the following requirements: leverage innovation by other government agencies and industry partners; engage with traditional and non-traditional developers; complement project manager (PM)-sponsored solutions by presenting the RCO with a full range of technology solutions; and develop and demonstrate revolutionary new capabilities with high-risk and high-reward to leverage the potential of discovering emerging disruptive technologies.
