James McGowan is a Craft and Technical Training Manager for Quanta Services Inc. a Houston, TX based corporation. James’ background is power transmission and distribution systems construction. James has over 14 years of field construction experience where he obtained the title of journeyman lineman. James has 12 years of experience in training open shop apprentices and in 1993 assumed a full time role as a safety and training professional for Irby Construction Company, a wholly owned subsidiary of Quanta Services Inc. James worked with Irby for 13 years and achieved the title of Vice President of Safety and Training. In addition James is currently an OSHA Authorized Instructor and held a Certified Occupational Safety Specialist (COSS) certification with the Safety Council of Louisiana, a Craft Trainer and a Master Trainer certification with the National Center for Construction and Education Research (NCCER). James is the Chairman of the training task team (Task Team II) for the OSHA Electrical Transmission & Distribution (ET&D) Partnership and played an integral role in the development and subsequent implementation of the ET&D Partnership 10-Hour OSHA course and the ET&D Partnership Supervisory Leadership Skills Outreach Training course.
