An estimated 1.2 billion people (16% of the world’s population) do not have access to electricity. The areas with the largest percentages include developing Asia and Africa. In addition to those without electricity, another 38% do not have a reliable supply of electricity for daily living. One innovative solution to the traditional land-based, fossil fuel power generation facility, that will meet short term, or long-term needs, is a “floating” power plant. This “floating power plant” provides the same performance and reliability as a “land-based” version, but it can be located, or relocated, as demand, fuel, economics, or access changes. Gas turbine technology provides a high efficiency, high flexibility, and low emissions solution for these applications. Modifications and considerations are required for the standard combined cycle plant to be sited on a floating platform. Optimized space, accommodation for movement and environment, and minimized weight are the primary criteria these modifications and considerations. This paper will discuss the current GE commercial offering for the floating power plant, leveraging the large experience base already installed in this application but highlighting the new innovations designed to adapt the gas turbine combined cycle plant to the environment while maintaining industry leading LCOE, CapEx and OpEx. It will also provide case studies and examples of floating power solutions which have enabled electrification in locations where other solutions could not be applied.
