Unfortunately, Virginia Beach has reluctantly become a member of a fraternity of communities whom have experienced a mass shooting. On May 31, 2019, our worst fears were realized when a city employee went on a shooting rampage in Building 2/Operations Building of the city’s municipal center, killing 12 people and seriously injuring four others. The shooter was ultimately killed in a gun battle with police. This event would consume valuable VBFD resources over the weeks and months to come as the city grieved and a plan was made to move forward from the tragic incident. This presentation will focus on four areas: preparation, response, mitigation, and restoration/recovery, and will conclude with recommended actions for future response actions.
