The session will cover a review of acquisition methods, bid versus negotiated procurement, advantages and disadvantages of each procurement method, competitive negotiation (RFP, RFQ) process, purpose of statement of work, work breakdown structures, performance versus design specifications, language tips, developing solicitation format, pricing structures, evaluation committee rules and guidelines, reviewing for responsiveness / responsibility, evaluation criteria guidelines, rating proposals, information and discussion phase, best and final offers, final scoring, negotiation, debriefings, and dealing with protests.
