The peer and near-peer adversaries of the 21st century warfighting environment are fielding capabilities at never-before seen speed and scale.  These adversaries are using artificial intelligence, machine learning, automation, ever-expanding frequencies, distributed sensing, and data fusion to counter US capabilities and pace American forces in all domains.  At the same time, industry is developing advanced technologies to fight and win in this new environment which will change the way warfighters conduct their mission, while at the same time creating new cognitive demands.  To address this, industry and Government must adopt truly open architectures and enable the seamless integration of third-party innovations.
