The increasing prevalence of cyber threats highlights the critical need for the Department of War to maintain a capable, agile, and ready cyber workforce to secure a sustained information advantage. Developing and managing this 240,000-strong force requires a multi-disciplinary approach across policy, strategy, data analytics, and data science to drive innovation and overcome significant turnover. To navigate these challenges, this presentation outlines the DoW CIO’s Cyber Workforce Strategy Implementation Plan and the foundational DoW Cyber Workforce Framework. Key strategies discussed include streamlining talent acquisition through the Cyber Excepted Service and implementing skills-based hiring to attract elite experts. Furthermore, the DoW 8140 Qualification Program ensures operational readiness through standardized training, while robust Academic Outreach builds a secure future talent pipeline. Together, these data-driven, multi-disciplinary initiatives forge a dominant, mission-ready force prepared for the complex future of talent warfare.
