Utilities continually face pressure to control rate increases. Many utilities consider rate increases to be the only option for generating additional revenue. User fees are an often-overlooked source of income to supplement revenue from rates. In this presentation, Gary presents participants with options for fees – some commonly used and others often overlooked – to consider when updating their fee schedule. This presentation begins with a refresher of the difference between rates and fees and an explanation of Full Cost Accounting for Government Services. Gary goes on to explain how utilities should use Full Cost Accounting when setting fees. Drawing on data from the most recent biennial Utility Fee Survey, Gary illustrates graphically the fees charged by other utilities. This provides participants with insights into fees that may not be included in their fee schedule, as well as those that may be out of line with what their peers are charging.
