A facilitated presentation and discussion focused on how governing boards and water/wastewater utility staff can work together toward shared goals—including the planning and delivery of a new, modern flagship facility in Southwest Oklahoma utilziing USDA-RD Funding. The session explores how aligned leadership, clear roles, and coordinated long-term planning support responsible growth, operational resilience, and long-term sustainability. Lessons learned from Stephens County RWS #3 will be highlighted as a local, real-world example of how effective board–staff collaboration strengthens decision-making, builds trust, and supports both the utility and the community it serves.
