State Revolving Fund set-asides are portions of federal capitalization grants states reserve for non-construction activities under the Safe Drinking Water Act allowing up to 15% for Source Water Protection (SWP) to fund assessments, protection plans, land acquisition for easements, BMP implementation (cover crops, fencing), septic system work, and outreach, helping communities proactively protect drinking water sources. The Kentucky Rural Water Association has been contracting with the Kentucky Division of Water over the last several years to properly abandon wells in delineated protection areas for groundwater systems. Well abandonment prioritization, assessments, and working with certified well drillers in the state has led to successfully plugging more than 30 wells across 8 community water systems and still working!
