Understanding the Physical and Cybersecurity Threat Landscape Facing the Water and Wastewater Sector

In today’s heightened threat environment, water and wastewater utilities face an increasing array of physical and cybersecurity threats. To help utilities understand and manage these threats, WaterISAC is here to help. WaterISAC was created over 20 years ago by the sector’s leading national associations, including the NRWA, at the urging of the White House, FBI, and the EPA. The presentation will describe the unique benefits of an organization that focuses on sector resilience from physical, cyber, and climate threats. The discussion will then turn to cybersecurity, highlighting the recent uptick in cyber attacks against the sector, cyber threat actor tactics to help inform mitigation efforts, vulnerabilities of “secure” remote access, and considerations of remote access and manual operation. Next, we will detail the sector's physical security threats, such as insider threats and violent extremists, and end with mitigation recommendations.
