This technical session will examine project delivery strategy, engineering considerations, funding coordination, and stakeholder engagement required to implement a multi-participant regional water system. Presenters will highlight accelerated delivery methodologies, collaboration among utilities and agencies, risk management, and lessons learned maintaining stakeholder alignment. Attendees will gain practical insights into scalable regional transmission models and implementation strategies applicable to rural water systems nationwide. The case study used for this presentation will be the Randall Community Water District's "Connecting Neighbors" Regional Waterline project. The project includes design-build delivery of approximately 72 miles of high-capacity transmission pipeline from the Missouri River near Platte to Mitchell, along with treatment plant upgrades delivered through a Construction Manager at Risk (CMAR) approach at the RCWD Platte Water Treatment Plant.
