Off-air broadcast and microwave television spectrum is under attack! Huge chunks of this precious spectrum have slowly and systematically been lopped off in deference to the burgeoning demand and unquenchable thirst for Broadband Services. The first wave came in the late 90s with the DTV conversion and then again in early 2005 with the 2 GHz ENG BAS analog to digital spectrum reduction. All the while, the volume of news gathering content and distribution has dramatically increased to keep pace with the public’s insatiable hunger for these ever evolving media rich services. So how can the broadcaster function in the midst of this escalating and diametrically opposed broadcast environment? The answer to this anomaly is through increased efficiencies in modulation and encoding techniques and the leveraged augmentation of 3G/4G wireless infrastructures. This paper explores the new use of bandwidth-reducing modulation techniques and the shift from the ubiquitous use of MPEG-2 to MPEG-4 (H.264) video encoding, thereby creating higher value propositions for this precious and encroached upon television broadcast spectrum.
