This presentation will explore the vital role state energy policy plays in the development of offshore wind projects and how best to position a project to take advantage of those policies. In particular, the presentation will focus on how state energy policies impact the ability of offshore wind developers to enter into power purchase agreements and obtain necessary permits. The presentation will discuss how renewable portfolio standards and other policy goals promote offshore wind development by providing state-by-state reviews of policies and how they have impacted offshore wind development in those states. It will compare case studies of states with successful policies against those that have not led to offshore wind development. The presentation will also evaluate state offshore wind policies that are in the development stage and how those policies could impact the offshore wind industry. Finally, the presentation will evaluate whether specific state policies supporting offshore wind development are necessary for the industry to thrive.
