Home health outcome measured have historically focused on the ability of agencies to demonstrate improvement as seen in the scores that are publicly accessible and the related stars ratings. Although there is a shift to some composite measures in the value based purchasing model, agencies continue to see improvement as a “positive” outcome and stabilization or decline as “negative”. Discussion of the model in the final rule for 2022 highlighted the importance of both maintenance therapy and nursing management and evaluation - two areas that make agencies nervous and leading to both components of the home health benefit being underutilized. This session will connect the stabilization approach to care to positive patient outcomes as home health value based purchasing continues to expand.
