Presidents of both parties have shut down the U.S. government. Is it a legitimate pressure tactic to deliberately hold up funding for most of the federal government in order to force Congress to fund a specific project? Or is that always an abuse of power? Is it legitimate to blame the “other guys” for a shutdown when two sides can’t agree on next year’s funding?
