This presentation will examine key aspects to COP preparation and the regulatory review process that can help promote more efficient COP review and agency decision. Topics will include: • Understanding the regulatory review process and timeline, including more recent regulatory guidance (e.g. One Federal Decision, FAST-41 ) • The role of the COP in regulatory review, including lessons learned for more efficient, expedient review and incorporation into NEPA documents • The benefits and challenges of using design envelopes • Lessons learned from third-party NEPA contractor perspective on COP alternatives design, mitigation, and analysis • Agency expectations for other associated environmental documents (e.g. biological assessment [BA], essential fish habitat [EFH] assessment)
