Offshore wind development is taking off in parts of the US, but not in others. Why is this? The answer may lie, in part, in whether states have adopted electric utility regulatory policies that support and promote offshore wind development. State regulatory policies affect the ability of offshore wind developers to find markets for the output of their facilities. Not surprisingly, those states that have developed regulatory policies in support of offshore wind have seen the lion's share of the development. This presentation will provide an up to date review of state policies in jurisdictions where offshore wind development is flourishing and those where it is lagging behind. It will provide a comparison of the two and a discussion of how policies in jurisdictions that are lagging can be improved to foster more development.
