For State and Federal regulators, the offshore wind (OSW) integration into the local electricity supply resource mix is yet a new challenge. In recent cases the state regulators work on behalf of OSW off-takers to attain the optimum procurement for longer term (often 20 to 25 years) energy supply security and price stability. State’s involvement in longer term OSW energy procurement may be necessary to attain the best optimum power purchase agreements (PPA) for the rate payers while satisfying local security of supply and reliability. In fact, State’s participation to facilitate the larger volume of OSW integration (for capacity and/or energy) helps to achieve state’s longer term RPS goals. In contrast, RTOs, operating under federal jurisdiction, are responsible for maintaining a secure and reliable electricity supply. RTOs’ facilitate the open access competitive regional markets to optimize the electricity pricing, maintain steady installed capacity reserve margins and future resource growth. The proposed topic is aimed to present these regulatory challenges to interconnect the long-term local procurement of the OSW into grid. This presentation also provides an independent insight to deal with these unique challenges that the federal and state regulators embrace with the OSW resource integration. It is important that both at regional and local level appropriate cost benefit analysis of the OSW integration is performed to achieve the optimum solution for the rate payers.
