This session will focus upon the operational issues which must be addressed in planning and operating an identification system; recognizing that sustained operation usually is more costly that acquisition. The panel will broadly consider planning, operations, and maintenance activities common to identification systems. It will address the many required planning factors; the personnel considerations in operations, including training and proficiency testing, primary and secondary inspection issues, and disposition of true matches; and the maintaining phase issues.
