Ms. McConnell is the Assistant General Counsel, Business and Finance for the Maricopa County Community College District, serving 150,000 students at 10 colleges in the greater Phoenix area. Previously she was the state procurement administrator for the State of Arizona. She has received the Donald Davidson Award for achievement in state and local public contract law.
