Mr. Zeigler is the Special Assistant for the Cost Analysis and Audit Resolution Branch (CAAR), Division of Institution and Award Support, within the Foundation's Office of Budget, Finance, and Award Management. A problem solver with respect to business and financial issues, Charlie is a Division resource in the areas of Agency cost policy and allowable costs and, over the years, has served as Agency representative and expert witness in court actions involving NSF. Since assuming his current position in July 2004, Mr. Zeigler has been liaison to the Office of Inspector General and NSF program offices, as well as division Compliance Agreement Officer. Charlie is the Team Lead for Indirect Cost Rate negotiation, Preaward Accounting and Financial Reviews, and SBIR Phase II reviews. Mr. Zeigler has been assigned to several interagency Research Business Models initiatives that address common issues facing Federal R&D agencies. These issues include federal audit policy, sub-recipient monitoring, OMB A-133 compliance for organizations expending Federal awards, and standardization of definitions to be incorporated under the Code of Federal Regulations. In addition, Charlie serves as back-up Equal Opportunity and Employment Representative for the entire BFA organization. Mr. Zeigler began his NSF career in August 1987 working for the former Division of Grants and Contracts (DGC) and the Division of Contracts, Policy, and Oversight (CPO). Charlie has been involved in some of the more difficult audit resolutions handled by the Agency and is routinely assigned complex assignments, ranging from determination of cost allowability, cost and pricing analysis, cost realism analysis, special cost reviews, accounting system adequacy, internal controls, and awardee policies and procedures. Mr. Zeigler has a B.S. degree in Business Finance from Ohio State University.
