Michelle Picard is the Senior Advisor for Financial Management at the USPTO – a $3 billion user fee funded Agency – where she advises the CFO on financial and operational matters. Ms. Picard implemented the Office of the CFO’s telework program and continues to advise senior officials on management controls associated with managing a virtual workforce. Ms. Picard joined the USPTO in 1997 and has previously served as the Agency’s Directors of Finance, Budget, and Procurement. Prior to joining the USPTO, Ms. Picard was an audit manager where she prepared and audited Federal financial statements in variety of agencies. Her career has provided her with a unique cross-functional knowledge of Federal financial management and systems.
