Mr. Smith has 23 years of experience in relicensing hydropower projects. With a strong background in hydrology, he has performed a wide variety of tasks related to licensing including, instream flow studies, headwater benefit studies, energy analyses, hydrologic studies, recreation inventories, and environmental analyses of hydropower projects. He has been involved with over 20 relicensings, in which he has been responsible for licensing strategy, issue identification, study scoping and execution, preparation of license applications, National Environmental Policy Act documents, and state water quality certifications, and overseeing licensing compliance studies.
