Hi-Young (Heidi) K. Cotter is the Chief, Multinational Information Sharing (MNIS) Division. She is responsible for planning, resourcing, sustaining and evolving six ongoing coalition programs; Combined Enterprise Regional Information Exchange System (CENTRIXS); Virtual Data Center (VDC); Pegasus; Common Mission Network Transport (CMNT); Unclassified Information Sharing Service-All Partners Area Network (UISS-APAN); and Combined Federated Battle Laboratories Network (CFBLNet). In this role she directs sustainment of existing capabilities, fielding and transition of capabilities to operations, pre-defined and approved capability enhancements, and support of approved coalition Research, Development, Testing & Assessment (RDT&A) activities. Prior to becoming the MNIS Division Chief, Ms. Cotter was the Global Video Services (GVS) Program Manager and the Video Applications Branch Chief, Enterprise Applications Division. As the GVS PM, she led her team as they deployed GVS worldwide and met the system's Full Operational Capability (FOC) milestone. Fielding of this enterprise capability enabled DoD to realize a cost avoidance of more than $100M as GVS displaced legacy systems and allowed DoD to eliminate costly video teleconferencing service contracts. Prior to being selected as the GVS PM, she held positions as Operational Service Systems Branch Chief and Computer Scientist for the Joint Interoperability Test Command (JITC). Ms. Cotter joined the government workforce in 2012 after spending 28 years in industry where she worked as a Principal Systems and Software Engineer. She supported the Army's Future Combat System (FCS) - an ACAT I major program, where she led the development and integration of embedded training software on the system's battle command network. Previously, she also worked for the U.S. Forces Korea (USFK) (J2/J3) in South Korea as the Site Chief, providing intelligence constructive simulation training to USFK units.
