David D’Abate, Deputy Controller, Nuclear Regulatory Commission David D’Abate serves as the Deputy Controller within the Office of the Chief Financial Officer at the Nuclear Regulatory Commission. He is responsible for the agency’s financial reporting, accounting, financial policy, financial systems, and financial operations. His responsibilities include development of policies, standards and procedures for all NRC financial systems, oversight of the NRC's ‘licensee fee billing’ operations and, promulgating financial management policy and, overseeing an agency-wide internal control program to comply with the Federal Managers' Financial Integrity Act (FMFIA) of 1982 and OMB Circular A-123.
