Billy is a Professor of Accountancy, Director of Graduate Accounting programs, and Director of THE CENTER for Faith, Service, and Ethics at Mississippi College (MC). Billy repurposed his career in 2011 to teach at MC following 27-years of service with the Mississippi Auditor’s Office, Department of Finance and Administration, Department of Mental Health, and Delta State University where he served as Chair of Accountancy, CIS and Finance, Interim Dean for the College of Business, and Vice President for Finance and Administration. Billy has served AGA in numerous roles in the Jackson Chapter and at AGA national including Chair of the Journal Board and Higher Education Committee, National Treasurer, and National President. Billy has served the MSCPA as Treasurer and as a member (and chair) of the Governmental and CPE committees. Billy is a member of the AGA, MSCPA, AICPA, AAA, and GFOA. Billy and his wife, Audrey, live in Madison, MS and are members of First Baptist Church Jackson. Billy was named an honorary citizen of Guam in February 2023.
