His previous assignments included Public Works Supervisor for the City of Albany and Public Works Maintenance & Operations Manager and Administrative Officer for the City of San Pablo.  - Oversees a staff of 158 employees and a $40 million dollar budget. - Develops, manages, administers, and directs the programs and activities of the department in the functional areas of: - Administration, fleet management, operational budgeting, road maintenance, estuary bridges, and flood control maintenance. - Bachelor of Arts degree in Speech Communication from Humboldt State University, and Master of Arts degree in Organizational Communication California State University, East Bay. - Served on the Northern California Chapter of the American Public Works Association (APWA) board, including presenting at the Public Works Institute and APWA Annual Conferences. - Presented at numerous National and local APWA conferences. - Certified Public Works Professional-Management
