Abby Owens is the Director of Public Works at the City of Plano, where she has held various roles since joining in 2013. Her journey in Public Works began in 2017, marked by her leadership in implementing the department's asset management program. Abby also served as Assistant Director overseeing Community Services (including Fleet, Environmental Waste Services, and Asset Management) and Water and Wastewater operations. Prior to her tenure in Plano, Abby made significant contributions in the Atlanta metro area, collaborating with local governments to implement water supply and sustainability programs. She earned a Bachelor’s degree in Biology from Emory University and a Master’s degree in Public Administration from Georgia State University.
