Mr. Vincent M. Kapral is assigned as the Principal Senior Advisor to the Commanding Officer, Hopper Information Services Center, and the Commander, Office of Naval Intelligence regarding the Navy’s SCI Network architecture and its relationship within the larger non-SCI architecture of the Navy. He was appointed to the Senior Executive Service as a Defense Intelligence Senior Level (DISL) October 2016. Mr. Kapral’s career in civilian service began in August 2009 at ONI. He has served in various commands and leadership capacities, most recently as the Intelligence Mission Manager to the USMC HQ. Prior to this assignment, Vince was the Director for Naval Information Forces (NAVIFOR), leading the organization’s San Diego detachment, NAVIFOR West. Previous civilian assignments include service to the Assistant Chief of Staff (ACOS) for Operational Readiness (N3) at NAVIFOR headquarters in Suffolk, VA. the Office of the Chief of Naval Operations staff, ONI, Naval Networks Warfare Command (NETWARCOM) and Navy Cyber Forces. As a Navy Intelligence Officer, he led operational intelligence teams on several combat deployments aboard USS Nassau (LHA 4) during Operation Allied Force and USS Harry S. Truman (CVN 75) during Operation Iraqi Freedom. He served as a Surface Warfare Officer on USS McCandless (FF 1084) and USS Belknap (CG 26) / COMSIXTHFLT during Operation Southern Watch and Desert Storm. Shore assignments include U.S. Atlantic Fleet (USLANTFLT) C4I/ Intelligence Systems Officer; Executive Assistant to the Commander, USLANTFLT Director of Intelligence; USLANTFLT Intelligence Support Officer; Joint Operations Intelligence Center Senior Watch Officer, U.S. Southern Command (SOUTHCOM); SOUTHCOM Theater Collection Manager; and ACOS for Intelligence at Naval Air Forces. He retired from uniformed service as the Special Assistant for C4I matters to the Director of Fleet Intelligence NETWARCOM. Mr. Kapral earned master’s degrees from Old Dominion University and Saint Leo University and a bachelor’s degree from The American University. He is a graduate of the Navy Command and Staff College and the Armed Forces Staff College. He is qualified as both a military and civilian Joint Duty Specialist. Mr. Kapral attended the Darden School, the Michigan Ross Executive School, the Information Dominance Senior Leader Symposium, Navy Senior Leader Course and the Navy Navigation Course. He has been awarded the Civilian Superior Service and two Civilian Meritorious Service medals and multiple other performance awards through his career.
