Sarah Cunningham is a Partner at Summit, where she leads financial management engagements focused on strengthening federal loan and loan guarantee programs. She advises agencies on budget formulation, execution, portfolio management, accountability reporting, audit, performance, internal controls, and risk management, helping clients enhance accuracy, transparency, and integrity of their credit operations, while understanding the policy ROI for each investment. Prior to Summit, Sarah led the “Credit Crew” at the Office of Management and Budget (OMB), and later served as the ACFO for Budget and Acting DCFO for the U.S. Department of Housing and Urban Development (HUD), where she supported all aspects of financial management, including analyzing accounting standards, aligning requirements across disciplines, and supporting HUD Data Act reporting for loan guarantees. Prior to Summit, Sarah was a Local Government CFO. Sarah is vice chair for AGA’s Performance Improvement Committee, and serves on the Accounting and Audit Committee, the Finance and Budget Committee, and is a member of AGA’s CEAR Board.
