Managing Director
GAO
Ms. Clowers is the Managing Director of the Government Accountability Office’s (GAO) Office of Congressional Relations. She is responsible for managing the agency’s relationship with congressional leadership, Members of Congress, and congressional staff as well as maintaining and enhancing GAO’s reputation for meeting client needs with professional, reliable, and nonpartisan information and services. In this role, Ms. Clowers serves as a strategic advisor to the Comptroller General and other senior executives on congressional communication and strategy. Prior to this role, Ms. Clowers was the Managing Director for GAO’s Health Care team, where she was responsible for leading GAO’s work on the government’s multi-trillion dollar spending in the health care sector, including Medicare, Medicaid, veterans’ health, public health, and private health insurance. She also co-led the agency’s oversight of the government’s COVID-19 pandemic response. Previously, Ms. Clowers was a Director in GAO’s Financial Markets and Community Investment team and was responsible for leading a portfolio of work on banking and securities issues, including oversight of the government’s investments through the Troubled Asset Relief Program. Ms. Clowers has been with GAO for 26 years. Ms. Clowers holds a Master of Public Administration from the University of Georgia and a Bachelor of Arts in political science from Virginia Polytechnic Institute and State University. She is a National Academy of Public Administration Fellow and the recipient of the Arthur S. Flemming Award for outstanding public service in 2009 and the Comptroller General Award in 2020.
