Mary Anne Fleury
Assistant Professor of Special Education
Black Hills State University
Mary Anne Fleury is an Assistant Professor of Special Education at Black Hills State University (BHSU), where she teaches both undergraduate and graduate courses that lead to initial certification in special education. She also serves as the coordinator for the Master of Arts in Teaching Special Education program at BHSU. Before joining BHSU, Dr. Fleury worked at the Colorado Department of Education (CDE) as the Alternative Dispute Resolution Specialist in the Exceptional Student Services Unit, where she trained educators and administrators statewide on strategies for preventing disputes in special education. She was also instrumental in training the first statewide IEP facilitators in Colorado in 2017. In addition, Dr. Fleury worked as an MTSS Implementation Consultant for the CDE. Prior to her time at the CDE, Dr. Fleury served as a Director of Special Education in Colorado for seven years. Her professional experience also includes roles as an educational coordinator, special educator, general educator, and special education advocate. Mary Anne’s passion for fostering collaboration within the special education process began in the 1990s when she founded a nonprofit organization dedicated to supporting parents and educators. Dr. Fleury earned her undergraduate degree in elementary and special education from the University of Dayton in Ohio and her master’s degree in Learning Disabilities with certification in teaching students with emotional disabilities from the University of Northern Colorado (UNC). She then completed licensure coursework to become a Director of Special Education also at UNC. She completed her Ph.D. in Special Education with an emphasis in MTSS and a minor in Educational Leadership and Policy Studies from UNC. Her current research interests include a focus on the involvement and leadership of general education teachers in the IEP process, particularly in the rural school districts where fewer supports are available.
