Director of Financial Operations/Comptroller
U.S. Coast Guard
Mr. Mark Rose currently is serving as the U.S. Coast Guard’s Director of Financial Operations/Comptroller, a position he returned to in 2024. He is responsible for the organization’s financial operations and reporting, financial systems, and audit and management controls programs. From 2019 until 2024, he worked as an independent contractor providing organizational change management and financial management advisory and consulting services to Federal clients. From 2014 until 2019 as the Director of Financial Operations/Comptroller, he spearheaded the USCG’s successful efforts in reducing its financial material weaknesses enabling the Department of Homeland Security to achieve “clean” financial statement audit opinions. He initiated an enterprise risk management program leading to USCG’s inaugural enterprise risk register. He is a recipient of the 2019 SES Presidential Rank Award. Mr. Rose served for 30 years as a U.S. Coast Guard active-duty military officer that included operational command of ships patrolling the central and south Pacific, Bering Sea, and Gulf of Alaska, as well as command ashore of one of USCG’s largest bases and its Finance Center. He also served as the Chief Executive Officer of the USCG’s retail store operations. Mr. Rose is a Certified Public Accountant and Certified Government Financial Manager.
