Commander Hogan is a native of Augusta, Georgia. He is a 2005 graduate of the United States Naval Academy, where he received a Bachelor of Science in Ocean Engineering. He holds a Master of Science in System Engineering from the United States Postgraduate School. Following Joint Primary Pilot Training at Vance Air Force Base, Enid, Oklahoma with the 33rd Flight Training Squadron (33FTS) and Advanced Rotary Wing training with Helicopter Training Squadron ONE EIGHT (HT-18), Commander Hogan was designated a Naval Aviator in June 2007. After Fleet Replacement Squadron training at Helicopter Sea Combat Squadron THREE (HSC-3) in San Diego, California, Commander Hogan’s first operational flying assignment was as Assistant Operations Oficer and Quality Assurance Oficer at Helicopter Sea Combat Squadron TWO FIVE (HSC-25) in Agana, Guam, flying the MH-60S Knighthawk. With the HSC-25 “Island Knights,” Commander Hogan deployed as part of the 2515th Naval Air Ambulance Detachment supporting Operation Iraqi Freedom and aboard USS Essex (LHD 2) and USS Harpers Ferry (LSD 49) supporting amphibious operations. After completing the Naval Postgraduate School Co-operative program in Monterey, California, Commander Hogan attended the United States Naval Test Pilot School, Patuxent River, Maryland, as part of class 144. He then served as Assistant Project Oficer at the Unmanned Aerial System Test Directorate, Patuxent River, Maryland. In February 2014, Commander Hogan checked aboard USS Dwight D. Eisenhower (CVN 69) as a Tactical Action Oficer until July 2016. During this time, he deployed with both USS Theodore Roosevelt (CVN 71) and “Mighty Ike” to the Fifth and Sixth Fleet Areas of Responsibility supporting Operation Inherent Resolve. In October 2016, Commander Hogan checked into the “World Famous Doerbirds” of Training Squadron TWO (VT-2), Milton, Florida until February 2019. During this time, he served as the Administrative Oficer, Student Control Oficer, and Operations Oficer, in addition to holding multiple standardization and instructor qualifications. He then served as the Training Air Wing FIVE (TW-5) Assistant Operations Oficer from February 2019 to March 2020. From March 2020 to May 2022, Commander Hogan served as the Unmanned System Troop Commander for Special Reconnaissance Team TWO (SRT-2), Little Creek, Virginia. During this time, he piloted multiple aerial, surface, and subsurface unmanned systems, including the RQ-21A Blackjack and RQ-20B Puma, in support of Naval Special Warfare combat operations. Following this assignment, Commander Hogan served aboard USS Gerald R. Ford (CVN 78) as the Combat Direction Center Oficer (CDCO) during the ship’s maiden deployment to the Sixth Fleet Area of Responsibility. In May 2024, Commander Hogan reported to the Navy Warfare Development Center (NWDC), Norfolk, Virginia, where he currently serves as the Navy Doctrine Branch Lead and lead agent for the Center’s Digital Tool and Artificial Intelligence Adoption Team. Commander Hogan has accumulated over 2000 flight hours in 13 diferent aircraft. His personal awards include the Meritorious Service Medal, Air Medal (first strike flight), Navy and Marine Corps Commendation Medal (three awards), Navy Achievement Medal, and various unit and campaign awards. He is married to Captain Jacqueline Hogan, a U.S. Navy Prosthodontist of Scotch Plains, New Jersey, and has two children, JR (11) and Jace Alexander (8).
