Caroline Bean serves as the Defense Information Systems Agency’s Director of Portfolio Acquisitions Executive Command, Control, Communications Enterprise where she oversees a $600 million portfolio responsible for the planning, acquisition, and execution of information technology services for the Department of War. Her portfolio of more than 65 programs encompasses business systems, DOW-wide enterprise collaboration services, command and control, mobility, and enterprise voice and video services. Bean joined federal service in 2002 as a student intern at DISA’s System Support Office in Mechanicsburg, Pennsylvania. After a two-year assignment, she joined DISA’s Net-Centric Enterprise Services, an Acquisition Category I program. She quickly rose through the DISA ranks, holding a variety of program management roles focused on the development and sustainment of mission-critical enterprise services and the adoption of cloud-based solutions. Prior to her senior appointment, Bean served as the Program Director for the Defense Enterprise Office Solution, managing a portfolio in excess of $140 million. In this role, she was responsible for the integration and deployment of cloud-based enterprise software solutions for the Department of Defense, successfully implementing the enduring enterprise collaboration capability. Her portfolio included DISA’s enterprise software as a service cloud offering, DEOS, as well as the newly deployed commercially hosted collaboration suite, DoD365-Joint, that will service all DOW agencies, field activities and combatant commands. Throughout her DISA career, Bean has been a proven leader, building coalitions with a significant focus on delivery. She served as the program manager for user-facing services such as Enterprise File Delivery, Enterprise Search, Enterprise Messaging, White Pages and Data Quality. Bean also served as the program manager for the first ever on-premises cloud environment, milCloud 1.0 as well as DISA’s first fit-for-cloud offering, milCloud 2.0. In this role she directed the development and sustainment of mission critical enterprise services, leading the migration of on-premises legacy applications to the cloud, and paving the way for the implementation of cloud-based solutions within the DOW. Bean has a bachelor’s in computer science from Messiah College in Pennsylvania.
