Scott Frederick is the Division Chief for the Security Enablers portfolio in the Defense Information Systems Agency’s Portfolio Acquisition Executive - Cyber. In this position, he’s responsible for the end-to-end development and program management of public key infrastructure while driving force readiness through innovative zero trust architecture and identity, credential, and access management solutions that enable secure information sharing across the Department of War, mission partners, and the defense industrial base, balancing enterprise-wide access and protection to enhance user experience and mitigate risks of unauthorized access on behalf of the warfighter. Prior to this appointment, Frederick served as a Senior Advisor and Program Manager for the Cybersecurity and Infrastructure Security Agency. He was responsible for leading the planning, design, and execution of innovative, cross-agency information technology programs with national security implications, integrated enterprise architecture, configuration management, systems engineering, and infrastructure modernization strategies to advance secure, resilient, and interoperable IT ecosystems supporting federal and critical infrastructure missions. In addition, Frederick serves in the U.S. Marine Corps Reserve as a Senior Military Fellow and Adjunct Professor at the National Defense University, advancing Joint Professional Military Education through experiential learning and leading strategic war-games, simulations, and policy decision forums. He’s directed and facilitated various near-peer operational wargames as red team implementer, supporting exercises across multiple military colleges and enhancing executive-level understanding of strategic decision-making under uncertainty. Prior to NDU, Frederick served as a Senior Enterprise Program and Resource Manager for Headquarters, Marine Corps Programs and Resources, overseeing programming, budgeting, execution, and assessment of major programs across multiple appropriations, including cybersecurity and IT investments. Frederick is a graduate of Towson University with bachelor’s degrees in business administration and sociology and anthropology and earned his master’s in business administration with a focus on international business from Duke University, The Fuqua School of Business. He’s also a graduate of the Harvard Business School, Harvard Business Analytics Program and is a Certified Information Security Manager.
