Byron Stephenson is the Vice Director of the Defense Information Systems Agency’s Hosting and Compute Directorate (J-9), where he oversees, validates, and prioritizes organizational alignment, strategic direction, and vision. In this capacity, Stephenson focuses on change management processes, identifying innovation, process improvement, and special project opportunities. He’s also implementing information technology financial management and Cloud FinOps capabilities for the organization. Before joining J-9, Stephenson was the Deputy Chief Financial Officer and Deputy Comptroller in DISA’s Chief Financial Officer and Requirements Analysis Directorate (J-8). In this role, he provided executive leadership and oversight for the formulation and execution of the agency’s $12.2 billion budget, which finances critical communications support to the President, essential command and control, telecommunications, computing, cloud, cyber operations, mission assurance, and other enterprise services. The budget supports activities of the Office of the Secretary of War, the military services, the defense agencies, the intelligence community, and joint and coalition warfighters worldwide. Stephenson was appointed to the Senior Executive Service in October 2022. He’s held several senior DISA financial manager positions, including Operations Center Resource Manager and four Chief Financial Executive positions directly supporting numerous DISA directorates. In these roles, he revamped customer engagement processes, integrating telecommunications and computing services customer pricing and collection efforts. Stephenson also proposed and implemented financial decisions in support of the Department of War Chief Information Officer’s Federal Data Center Consolidation Initiative. He’s represented DISA to congressional staff, coordinating all supplemental funding for efforts to address the COVID-19 pandemic and deploy and sustain DISA operational capabilities in Southwest Asia. Shortly after graduating from college, Stephenson joined the federal workforce as a DISA budget analyst intern supporting data center hosting capabilities across the continental U.S. Stephenson earned a master’s and a bachelor’s in public administration from George Mason University. He also has an associate in accounting from Northern Virginia Community College. He’s a graduate of the U.S. Office of Personnel Management’s Federal Executive Institute Leadership for a Democratic Society program and a recipient of the DISA George J. Hoffman Civilian Leadership Award and the DISA Outstanding Customer Advocacy Award. He’s a Level III Certified DOW Financial Manager.
